Shelton Haynes serves as the president of the RIOC board of directors. He directs the board’s efforts by coordinating and collaborating with the chairperson, executive director, and staff members on behalf of the board. He also implements the strategic plans developed by the board. His leadership ensures the success of the organization.

Among other responsibilities, Mr. Haynes is also the head of the board of directors, the chief financial officer, and the corporation’s general manager. He oversees and controls the business and affairs of the company. In addition, he is responsible for the discharge of executive and administrative duties and powers. Mr. Haynes is responsible for overseeing most aspects of the RIOC’s operations.

Shelton Haynes recently served as the CEO of the Roosevelt Island Operating Corporation (RIOC), where he oversaw day-to-day operations and managed the corporation’s administrative and operational teams. Mr. Haynes formerly worked as the COO at the housing authority of DeKalb county in Georgia. He was responsible for overseeing all operations, strategic and operational decisions, and managing the executive team.

Under his leadership, he transformed the agency into a model public housing authority that received national recognition. He improved performance metrics and increased revenues while reducing costs. Under his leadership, the DeKalb County Housing Authority became one of the best-performing agencies.

During this time, he was responsible for implementing programs and policies related to affordable housing, fair housing, community development, and economic revitalization.

Roosevelt Island Operating Corporation (RIOC) was incorporated in 1984 by the state of New York as a not-for-profit public benefit corporation with a specific mandate to provide service to the island’s residential community. With a focus on innovation and environmental sustainability, RIOC is dedicated to creating a better living experience for those who call Roosevelt Island home. RIOC oversees the maintenance of streets, parks, buildings, and transit systems on Roosevelt Island. RIOC maintains safety and security for the island’s residents, businesses, and visitors.

The RIOC has been recognized nationally for its innovative urban planning and management approach. Under Hayne’s leadership, the RIOC has implemented several projects that have set new standards for sustainable urban design.
